For one thing, starting from scratch in bonsai, means working on a tree that has not been trained into a bonsai. This means no root training, no ramification work, no leaf reduction work.
That means that starting a bonsai from scratch can be from a seed, a cutting, an air layer, from collecting it [ with permission ;) ] or from a small nursery shrub/tree.

You can get some good basic bonsai info on birch here: http://www.bonsai4me.com/SpeciesGuide/Betula.html
Root softwood cuttings in Summer

You have lots of basic bonsai growing info on that site too : http://www.bonsai4me.com/Basics.html

For the cutting itself it is not a bonsai technique, but a normal horticulture technique.
This youtube video should cover all the basics.

Remember you want "softwood" cuttings

Good luck and have fun
