Essential oil - I would avoid citrus oils as these contain compounds that can make your skin photosensitive (more liable to burn in the sun.) Maybe try peppermint or spearmint.
Carrier oils - you want oils that are moisturising without being too heavy - I would suggest sweet almond oil or jojoba oil.
If you want to infuse herbs into the oils, you will need to look at the different herbs, as some would be better dried and some fresh.
Other ingredients that may be good to add would be beeswax, shea butter or cocoa butter.
