Best essential oils for lip balm?

What are the best essential oils for making lip balm?
Along with that what oils (like sweet almond oil or olive oil) would be best to be added to them?
Also to have herbal infused oils, were would you buy dry herbs or flowers?
Which dried herbs or flowers would be best?

Essential oil - I would avoid citrus oils as these contain compounds that can make your skin photosensitive (more liable to burn in the sun.) Maybe try peppermint or spearmint.

Carrier oils - you want oils that are moisturising without being too heavy - I would suggest sweet almond oil or jojoba oil.

If you want to infuse herbs into the oils, you will need to look at the different herbs, as some would be better dried and some fresh.

Other ingredients that may be good to add would be beeswax, shea butter or cocoa butter.

no olive oil, it will make it greasy
coconut oil, almond oil, herbal oil (not sure which), vitamin e
